What is an HS code?
An HS code (Harmonized System code) is a number that classifies goods under the international Harmonized System. The first 6 digits are the same worldwide, and each country can extend it further. Customs uses the HS code to set the duty rate and the import rules that apply.
Why should sellers care?
- A wrong HS code can lead to incorrect duties or a held parcel.
- The right HS code helps you estimate import duties for your buyers.
- Some goods need a permit, depending on their HS code.
HS codes set the €5 fee on EU parcels
From 1 November 2026, parcels to the 27 EU countries are charged €5 per HS code on the declaration (€3 Customs Duty + €2 Handling Fee, roughly 150,000₫ (≈ US$5.86)), on top of the shipping rates. Items in one parcel that share the same 6-digit HS code, description and origin count as 1 HS code. Example: 3 identical T-shirts = 1 HS code (€5); a T-shirt + jeans + a handbag = 3 HS codes (€15, roughly 450,000₫ (≈ US$17.58)). Not applicable to the UK, Switzerland, Norway or Israel.
Missing or wrong HS codes
If missing or wrong HS codes lead customs to reassess a parcel, the sender pays the difference and any penalties. The €5 fee is non-refundable if a parcel is returned, destroyed or not delivered.
How to find an HS code
- Describe the product precisely: what it is, what it is made of and what it is used for.
- Look it up in a customs tariff schedule or an HS lookup tool.
- Check with the destination country's customs if you need a high degree of accuracy.
Frequently asked questions
